What published data says about roof replacement cost
The most specific public benchmark we found for Cleveland is the 2025 Cost vs. Value Report (www.costvsvalue.com). It prices one defined project, not your roof: removing an existing roof to bare sheathing and installing 30 squares (about 3,000 sq. ft.) of laminated shingles with new underlayment, drip edge, flashing, a hip section, two skylights, and a vented ridge.
- Cleveland, asphalt shingles: average job cost of $26,705 for that project, with an estimated 68.7% of cost recouped at resale.
- Cleveland, standing-seam metal (same roof size, premium underlayment): $43,762, with 47.6% recouped.
- National averages for comparison: $31,871 for asphalt shingles and $51,865 for metal.
Dividing the Cleveland asphalt figure by 30 squares gives roughly $890 per square (100 sq. ft.) for that specification. That is simple arithmetic on a modeled project, not a price we or any contractor offer. Smaller, simpler roofs can cost far less in total; steep, multi-layer, or damaged roofs can cost more.
The report’s resale estimates come from surveys of real estate professionals, not actual sales. We have not surveyed Cleveland contractors and do not publish our own price list.
What moves the price on a Cleveland roof
- Size and shape: total squares, hips and valleys, dormers, and skylights.
- Pitch, height, and access: steep or two-story roofs need more safety equipment and labor.
- Tear-off: the number of existing layers and disposal.
- Decking: rotted or damaged sheathing is often found only after tear-off. Ask how it will be priced, for example per sheet.
- Ice and water protection, flashing, and ventilation: chimneys, walls, valleys, and attic ventilation for freeze-thaw winters.
- Material: asphalt shingle grade, metal, or other products, plus manufacturer warranty options.
- Permits: the permit fee and who pulls the permit.
Permits in Cleveland
The City of Cleveland says a residential permit is required to reroof. Its minor-repair exemptions include patching leaking roof coverings and replacing shingles with the same material on no more than 10% of the roof area. Ask any contractor to confirm who will obtain the permit and schedule inspections. Lakewood, Parma, Westlake, and other suburbs have their own building departments.

How to compare roofing bids fairly
- Get each bid in writing, showing the same number of squares and tear-off layers.
- Compare line items: underlayment, ice and water shield, drip edge, flashing, ventilation, and disposal.
- Ask how hidden decking damage will be documented and priced.
- Confirm who pulls the permit and when inspections happen.
- Compare deposit, schedule, cleanup, and separate workmanship and manufacturer warranties.
- Check insurance and city registration before signing.
